日本医療政策機構は2013年10月9日(水)、当機構相談役、賛助者、有識者等を対象とした法人朝食会を開催いたしました。

今回の朝食会では、「グローバルヘルスにおける革新的資金メカニズム－Innovative Financing Mechanism for Global Health」と題し、UNITAID（ユニットエイド）のドゥニ・ブルーン事務局長、GHIT Fund（グローバルヘルス技術振興基金）のスリングスビーB.T. 専務理事より、開発途上国向けの医薬品開発や市場形成を目的とした革新的な資金メカニズムについてお話いただきました。

世界保健機関（WHO）によると、三大感染症（HIV/エイズ、結核、マラリア）による死亡者数は世界で約325万人にのぼり、熱帯地域を中心に蔓延するNTDs（顧みられない熱帯病）とあわせると、世界で10億人以上が感染症に罹患していると推測されています。特に、開発途上国における弱い立場にいる人々に向けた医薬品の研究開発、アクセス、コスト、質の改善が急務となっています。しかし、先進国の政府開発援助額が伸び悩む中、政府と民間、その他のパートナーが連携することによって新たな資金源を生み出し、課題解決を推進する動きが広がっています。

UNITAIDは、航空券連帯税の仕組みを利用し、飛行機への搭乗者に平均数ドルの少額の税を課すことによって、集めた資金を途上国向け医薬品の市場形成にあてるという画期的な取り組みを行っています。一方、日本発の途上国向け医薬品開発イニシアティブであるGHIT Fundは、政府、製薬企業５社およびビル＆メリンダ・ゲイツ財団が共同で資金拠出して設立された、世界初のグローバルヘルスR&Dのための資金創出メカニズムです。

GHIT Fundは今まで開発が遅れていた、途上国の感染症制圧に必要な医薬品・ワクチン・診断薬の研究開発を推進しています。持続可能な方法でグローバルヘルスの課題解決に貢献するためには、既存の枠組みを超えた新しい仕組みや連携が必要とされており、本朝食会では、グローバルヘルスにおける２つの事例を元に、皆さまと議論を深めました。
