[Announcement] Most-read Recommendations and Reports of the Second Quarter of FY2025

We would like to share with you the top five most read recommendations and reports from the second quarter of fiscal year 2025.

[Recommendations] HGPI Expert Policy Advocacy Platform “Better Use of Cost-effectiveness Evaluation for Pharmaceuticals in Japan”
Dr. Ataru Igarashi, an HGPI Fellow, has created a set of policy recommendations entitled, “Better Use of Cost-effectiveness Evaluation for Pharmaceuticals in Japan.”
These recommendations are being released as a part of Health and Global Policy Institute (HGPI)’s recently launched “HGPI Expert Policy Advocacy Platform,” which will facilitate the creation and promotion of policy recommendations by HGPI fellows and others associated with the Institute. Through this platform, policy recommendations developed by HGPI Fellows and others are scrutinized and approved by a review committee within HGPI. Upon their approval, HGPI commits to issuing and advocating for the proposals. It is hoped that this new platform will produce a wide variety of both feasible and creative solutions to today’s pressing health policy issues.

[Research Report] The 2025 Public Opinion Survey on Healthcare in Japan
HGPI conducted a nationwide public opinion survey of 1,000 men and women age 20 years and over. This year’s survey also asked about access to healthcare institutions and medicines in light of recent developments like work-style reform for physicians and the launch of the system for patient-selected extra medical services. Furthermore, in December 2024, Japan stopped issuing new insurance cards and began full-scale efforts to transition to the use of My Number cards in their place. Expectations are high for this change to help centralize medical information and advance digital transformation (DX). Given these circumstances, this year’s survey also examined public awareness of the use of medical information.

[Discussion Points] Blood Disorders Measures Promotion Project “Current Issues and Prospects for Advancing Blood Disorders Control Promotion”
To encourage new developments in the area of blood disorders and the spread of best practices from this area to other disease areas, HGPI launched a policy recommendation project titled the “Blood Disorder Measures Promotion Project” in FY2024. Today, we have presented a summary of discussion points from multi-stakeholders discussions and individual hearings with parties related to blood disorders that were held for this project.

[Policy Recommendation] Ensuring Equitable Access to Cancer Gene Panel Testing and Key Considerations for Applying the Mixed Medical Services Program
HGPI have released a new policy recommendation on improving patient access to cancer gene panel testing in Japan.
Our proposal examines systemic barriers under current reimbursement policies and provides three key perspectives for reform, including the implications of the Mixed Medical Services Program.

[Discussion Points] National Local Government Conference “Reflecting on Involvement of People with Lived Experience in Prefectural Healthcare Planning Processes to Promote Meaningful Involvement in Prefectures and Municipalities”
To promote meaningful involvement of people with lived experience, such as patients, people living with health conditions, their families and carers, service users, and other members of the public, in prefectures and municipalities, HGPI organized a national conference for local governments on November 11th 2024.
These Discussion Points summarize the challenges surrounding the involvement of people with lived experience, such as patients and other stakeholders, in local government policymaking processes, based on discussions held by experts, specialists, and local governments who participated in the conference. They also outline the necessary actions required to address these challenges. In addition, the document compiles numerous concrete initiatives and best practices from prefectures and municipalities across Japan.
