[Lecture Report] Japan’s Policy Trends and the Social and Political Significance of the Basic Act (The 2025 Taiwan Dementia Conference, “Dementia Policy Trends and Caregiving Support Forum,” August 30, 2025; Taipei, Taiwan)

Health and Global Policy Institute (HGPI) Senior Manager Mr. Shunichiro Kurita gave a presentation at the 2025 Taiwan Dementia Conference hosted by Taiwan Alzheimer’s Disease Association (TADA). This year’s event was titled “Dementia Policy Trends and Caregiving Support Forum” and took place in Taipei, Taiwan.
In a presentation titled, “Japan’s Policy Trends and the Social and Political Significance of the Basic Act,” Mr. Kurita shared the current circumstances surrounding dementia in Japan and recent developments in Japan’s dementia policy, gave an overview of the Basic Act on Dementia to Promote an Inclusive Society and its formulation process, and explained the social and political significance of the Basic Act. He also shared why a political framework like a basic act is necessary for both the nation and for communities. These insights were based on experiences in Japan and academic analysis.
The lecture was followed by a panel discussion with Ms. Ling Ling Wang of the Taiwan Ministry of Health and Welfare (MOHW), Legislative Yuan Member Ms. Yueh Chin Lin, and TADA Chairperson Dr. Wen-Chuin Hsu. During the discussion, panelists discussed the importance of basic legislation to sustain policies for dementia in Taiwan and to establish an environment that maximizes the impact of government leadership.
On the day before the lecture, a policy dialogue was held with TADA board members. This in-depth exchange of opinions provided an opportunity for participants to deepen mutual understanding of dementia policy as well as the social and political climates in Japan and Taiwan.
Moving forward, HGPI will continue deepening ties with civil society organizations around the world to foster momentum for global policy promotion.
