[Announcement] HGPI Endorses the Friends of the PPPR High-Level Meeting Priority Asks – Increasing Ambition, Closing Gaps, and Delivering Change (June 1, 2026)

Health and Global Policy Institute (HGPI) is pleased to announce that it has endorsed the “Friends of the PPPR High-Level Meeting Priority Asks – Increasing Ambition, Closing Gaps, and Delivering Change (May 2026),” a set of collective priorities for the 2026 United Nations High-Level Meeting on Pandemic Prevention, Preparedness and Response (PPPR).
The Friends of the PPPR High-Level Meeting is an informal, time-limited platform aimed at advancing pandemic prevention, preparedness, and response (PPPR) and securing a strong political declaration with measurable commitments at the 2026 UN High-Level Meeting.
The platform is co-convened by The Elders, FOUR PAWS, The Independent Panel for Pandemic Preparedness and Response, and Resilience Action Network International (rani).
The Priority Asks, developed through broad stakeholder consultations in late 2025 and updated in early 2026, provide a concise summary of the key priorities for the 2026 High-Level Meeting.
Building on the adoption of the Pandemic Agreement at the 78th World Health Assembly in 2025 and the amendments to the International Health Regulations (IHR) in 2024, the document highlights the need for higher political ambition to address remaining institutional, financial, and implementation gaps.
The main recommendations are as follows:
- Champion and advance the Pandemic Agreement and amended IHRs
- Position PPPR as a global public good through strengthened international cooperation, financing, and governance
- Ensure preparation, protection, and financing for essential workers
- Close the $15 billion annual preparedness financing gap
- Establish a timebound pathway for sustainable regional R&D, manufacturing, and delivery capabilities backed by the 100 Days Mission
- Operationalize the One Health approach
- Promote whole-of-government and whole-of-society approaches to PPPR
- Strengthen and unify PPPR monitoring
- Establish sustained and powerful political leadership for pandemic threats
As an independent, non-profit, non-partisan think tank that engages diverse domestic and international stakeholders, HGPI has consistently contributed evidence-based policy recommendations to advance global health and health security. By endorsing the Priority Asks, HGPI will continue to contribute to international discussions toward the 2026 PPPR High-Level Meeting, while supporting the development of equitable and resilient health systems and strengthened preparedness for future pandemic threats.

The Friends of the PPPR High-Level Meeting is an informal, time-limited platform established to support a stronger and more action-oriented political declaration for the 2026 United Nations High-Level Meeting on Pandemic Prevention, Preparedness and Response (PPPR). Under the theme “Increasing Ambition, Closing Gaps, and Delivering Change,” it identifies key priorities including advancement of the Pandemic Agreement and amended IHRs, sustainable financing, strengthening of regional research, development and manufacturing capabilities, implementation of the One Health approach, and building inclusive governance. The platform promotes coordinated international action through collaboration among diverse stakeholders.
