[Public Comment Submission] “Vision for Home-Visit Nursing Toward 2040 (Draft)” (May 2, 2025)

Health and Global Policy Institute (HGPI) submitted public comments on the “Vision for Home-Visit Nursing Toward 2040 (Draft)” released by the Liaison Conference for the Promotion of Home-Visit Nursing.

This vision outlines a medium- to long-term direction for deepening community-based integrated care and expanding the role of home-visit nursing. HGPI strongly agrees with its underlying principles. At the same time, we believe that preparing for 2040 requires addressing not only demographic and disease structure changes, but also the growing impact of climate change on health, such as increasingly frequent extreme weather events like heatwaves and torrential rainfall.

Home-visit nurses are at the frontline of supporting the lives, well-being, and dignity of people living at home. Moving forward, it is essential to integrate environmental and health perspectives into home-visit nursing practices. As stated in the “Future Vision for Nursing 2040” by the Japan Nursing Association, environmental changes due to climate change are progressing globally and are affecting human health, making it imperative to build a robust crisis management system for emerging infectious diseases and weather-related disasters.


HGPI proposed the following key points in its submission:

  • The urgent need to train home-visit nurses to respond to the diversifying health risks caused by climate change, such as extreme heat and natural disasters
  • The importance of incorporating knowledge related to environmental health and planetary health into nursing education and training programs to enhance practical capacity

These perspectives are consistent with the “Future Vision for Nursing 2040,” which emphasizes the role of nursing professionals in mitigating climate change and protecting health. They are also aligned with the revised Model Core Curriculum for Nursing Education (FY2024), demonstrating a coherent and forward-looking approach to strengthening the future of home-visit nursing.

HGPI remains committed to advancing policy recommendations and fostering multi-sectoral collaboration aimed at strengthening systems and cultivating healthcare professionals who operate at the intersection of planetary health—including climate change and health.
