[Announcement] Participation in the GX Future Consortium (August 3, 2026)

Health and Global Policy Institute (HGPI) has joined the GX Future Consortium as a consortium member.
GX (Green Transformation) refers to efforts to advance a transformation of the entire socioeconomic system in order to shift the foundations of the energy and industrial structure from fossil fuels to clean energy, thereby achieving both decarbonization and economic growth. The Japanese government is also promoting measures to encourage private-sector GX investment toward the realization of GX. These measures combine support for upfront investment in decarbonization with an emissions trading system, under the Act on Promoting a Smooth Transition to a Decarbonized, Growth-Oriented Economic Structure (GX Promotion Act), enacted in 2023, and the “GX 2040 Vision,” a medium- to long-term GX strategy that looks ahead to 2040.
In the field of health and medical care, the “Grand Design and Action Plan for a New Form of Capitalism (2025 Revised Version),” approved by the Cabinet on June 13, 2025, explicitly states the following: “Promote the initiatives of the Alliance for Transformative Action on Climate and Health (ATACH), which aims to build climate-resilient, low-carbon, and sustainable health systems. Domestically, implement initiatives related to climate-resilient health systems, low-carbon and sustainable health systems, and net-zero commitments in the health sector (bringing greenhouse gas emissions to net zero).”
The GX Future Consortium is a public-private platform. Its aim is to bring together the diverse actors engaged in GX so that they can lead the social implementation of GX across society as a whole and create a virtuous cycle of decarbonization and economic growth. The GX Acceleration Agency (GXA), established under the GX Promotion Act, serves as the consortium’s secretariat. The consortium was launched on April 1, 2026. It was formed by reorganizing and integrating existing frameworks that had promoted the disclosure and use of climate-related information and the practice of GX by companies, in light of progress in GX-related institutional development in Japan and abroad and the full-scale launch of the emissions trading system from FY2026.
The consortium’s activities center on two pillars. The first is the GX Future Academy, which aims to improve members’ GX literacy through research and study, information dissemination, seminars, and human resource development related to GX. The second is the GX Future League, which works to create GX-related demand, develop rules, and communicate and promote the adoption of those rules.
HGPI has been working through its Planetary Health Project since 2022. In October 2023, it made the ‘Deco-Katsu’ Declaration—a pledge under the national movement led by the Ministry of the Environment (MOE) to create new, enriched lifestyles that contribute to decarbonization—and joined the ‘Deco-Katsu’ Supporters. In January 2025, it submitted public comments on the draft “GX 2040 Vision.” Through these and other activities, HGPI has advanced public-private collaboration, the sharing of knowledge, and policy recommendations toward building a low-carbon, sustainable healthcare system and, ultimately, realizing a decarbonized society.
Going forward, it will be necessary to connect these government policies to concrete systems, investments, and practices in clinical settings, and to steadily advance the decarbonization of the health and medical care field and the strengthening of its resilience to climate change. To achieve this, cross-sectoral collaboration is essential—not only between the MOE and the Ministry of Health, Labour and Welfare (MHLW), but also among the relevant ministries with jurisdiction over areas such as the economy and industry, finance, and land, infrastructure, and transport, as well as companies, financial institutions, and medical professionals.
HGPI, through its participation in this consortium, aims to contribute to building a low-carbon, sustainable, and climate-resilient health system in Japan from a health policy perspective through activities such as:
- Bringing the knowledge gained through GX back to the healthcare sector, while promoting dialogue and collaboration with diverse stakeholders on the design of systems and incentives that encourage behavioral change in clinical practice.
- Actively sharing best practices and insights on decarbonization and GX in the healthcare field in Japan and abroad, including the decarbonization of the entire value chain across the medical and life sciences fields.
