[In the Media] Increased Medical Cost Burden ‘Unacceptable’ to 68%: NHK Public Opinion Survey (NHK News, May 5, 2026)

Health and Global Policy Institute (HGPI) Chair Mr. Ryoji Noritake appeared in an interview feature on NHK News concerning public opinion on healthcare expenditure.
The feature addressed ongoing discussions surrounding revisions to the High-Cost Medical Expense Benefit System, as well as broader questions regarding the appropriate allocation of healthcare costs. In the interview, Mr. Noritake remarked that “at a time when wages are not rising sufficiently, it is difficult to secure public understanding if insurance premiums alone continue to increase steadily.” He further emphasized that “the High-Cost Medical Expense Benefit System is a vital mechanism through which society collectively supports life-saving medical care, and it is therefore necessary to pursue both the sustainability of the system and the preservation of universal health coverage.”
HGPI has continued to undertake policy advocacy and public opinion research aimed at achieving a sustainable health system, including reforms related to the High-Cost Medical Expense Benefit System, the appropriate balance of public financial burden, and the reconciliation of pharmaceutical innovation with long-term system sustainability.
