[Event Report] The Second Meeting of the Comparative Research Group on Local Regulations for Dementia (October 28, 2020)

Health and Global Policy Institute (HGPI) and Designing for Dementia co-hosted the second meeting of the Comparative Research Group on Local Regulations for Dementia. The group was formed with the goal of achieving better coexistence with dementia in the future by comparing existing local regulations related to dementia, to examine the content of those regulations, and to consider the ideal procedures for formulating regulations related to dementia.
At the second seminar, we hosted Kyushu University’s Professor Akifumi Shimoda for a lecture entitled, “The Significance of Enacting Regulations.” During that lecture, Professor Shimoda answered the following:
- What is a regulation?
- In which cases must regulations be enacted?
- What is the significance of enacting a regulation for something?
The meeting provided an opportunity for us to reaffirm our understanding of the foundational principles that guide the creation of regulations from the aforementioned perspectives. We also reexamined how the procedural aspects of regulation creation lend them their democratic legitimacy, explored their role for promoting conversations between relevant organizations during the formulation process, and saw how regulations perform as mechanisms for defining or framing social issues due to their open, media-friendly nature.
As a general rule, every meeting of the research group will be held online as a COVID-19 countermeasure. The group plans to release an interim report at the end of FY2020.
