Global Health Summer Program 2013

Continuing on from last year, Health and Global Policy Institute will again organize a Global Health Summer Program, co-sponsored with the Department of Global Health Policy at the University of Tokyo’s Graduate School of Medicine. The aim of the program is to discover and develop young talent capable of becoming next-generation leaders in the global health field, through provision of a program that enables them to cooperate with leaders active at the front line of diverse fields in order to devise and implement an action plan.

This year, Students aim to present their own solutions on the topic of “Health Promotion ”, based on the fieldwork in Tohoku. We look forward to receiving applications from students with various back grounds who are interested in global health and disaster medical relief, and who are willing to strive for solutions to global issues.

On Thursday the 31th of May the Health and Global Policy Institute, Japan Center for International Exchange, Friends of the Global Fund, Japan will be jointly hosting the symposium "Investments in Health: The Key to Economic Development in Africa".

With interest in African markets growing, the challenge of sustaining healthy workforces and consumer markets is becoming more and more critical to businesses around the world. What can corporations do to promote health in Africa? What is the impact of a healthier population, and how can it be leveraged for increased economic growth? This symposium will look at health as one key to
achieving sustainable development in Africa by inviting business leaders from Africa and Japan and representatives of several international organizations to talk about their own experience with public-private partnerships for health and to offer some
suggestions for how corporations of all industries and all sizes can approach health in Africa.

43rd Breakfast Meeting　-Dr. Rene Duignan, the director of the film “Saving 10,000: Winning a War on Suicide in Japan”-

Number of suicides in Japan in 2012 was reduced to 27,766 people by　approximately 10% compared to the previous year 30,651 people.

However the suicide rate in Japan is still high, where it is twice the rate in U.S., and twelve times higher than in the Philippines.　The director of this film, Dr. Rene Duignan, works as an economist　for the European Union in the Tokyo Delegation, and he had been living in Japan as a Japanophile for more than ten years. In his study about healthcare system in Japan medicine, he was motivated to act on the high suicide rate in Japan. With that, he spent three years to document a film featuring the interviews of 95 people, taking one year for each in interviews, shooting and editing. The film had drawn a variety of problems surrounding suicide, which including the problem of consumer finance, life insurance, economic loss brought by suicide, addictions, and mental health issues. It also recorded issues where people seldom speak about, and introduced the various on-going suicide prevention efforts. The film concluded with ten take home messages, where Dr. Rene urges the audience to seriously consider the issue of suicide through broad and different angles. (medium: Japanese)

Dr. Rene Duignan
He was born in Ireland in 1971, and graduated from University of Dublin. He came to Japan in 1997, and gained his PhD in International business with Aoyama Gakuin University. He had been working as a lecturer in Aoyama Gakuin University for the courses in Global Business, European Economy etc. He was also a teaching fellow in Temple University, where he taught healthcare system. After working with Tokyo Office of Banca d'Italia, he is now working as an economist for the European Union in the Tokyo Delegation since 2011, dealing with the economic problems of Europe and Japan.

In June 2013, the 5th Tokyo International Conference on African Development (TICAD V)
will be held in Yokohama. Taking this opportunity, we will focus on the field of
health-related business at the core of Japan’s growth strategy, and welcome speakers with
involvement in efforts by Japanese companies to improve health in Africa (clean water,
nutrition, and healthcare) and insight into achieving sustainable growth, thus able to
introduce many ideas for creative approaches ranging from social business to CSR.
Registration forms for the 2nd and the 3rd lectures were now open. We look forward to the

On the 14th March 2013 (Thursday), the Health and Global Policy Institute held its 42th Regular Breakfast Meeting. The meeting was titled "Civil Activities and Medical Services ～SAFECAST Approaches to Radiation Data～" and was the second part of the Alternative approaches to healthcare series.

On this occasion we had a talk from Mr. Pieter Franken, SAFECAST Japan Director and co-founder.

Following on from the Great East Japan Earthquake disaster and subsequent Fukushima Daiichi Nuclear Accident on the 11 March 2011, great uneasiness and confusion was created by the lack of information and complicated details regarding radiation.

Around one week following the Fukushima Daiichi Nuclear Accident, a civic group named SAFECAST was established in order to try to combat this situation. This group was established not by experts in the nuclear field, but instead by the efforts of foreign members of a hackerspace community group.

Cooperating with the company Internation Medcom and Keio University, SAFECAST accumulated data through establishing a network of fixed and movable radiation sensors that covered the entire of Japan, including the evacuation zones. All of this data was subsequently released to the public via the internet. Through these activities, the team behind SAFECAST began to realize of the necessity of having far more data about the environment at a global scale, and are now attempting to expand the scope of these activities to cover the wider world.

At this Breakfast Meeting Pieter Franken discussed the history behind SAFECAST’s establishment, its activities and its plans for the future. In addition to this, we also heared his opinion on the power of civil activities and civil activity in Japan – areas which are also important in the healthcare field.

"The Health Policy Summit 2013" Report

On February 22, Health and Global Policy Institute hosted Health Policy Summit 2013(Supported by: Ministry of Health, Labour and Welfare). The Summit is now an annual event, attended by leading figures from the healthcare field, patient groups, politics, industry, the media and more, and is convened to discuss the ideal approach to health policy issues in the year ahead.

Over the next decade, Japan’s first generation of baby boomers will join the nation’s healthcare system for the advanced elderly. On top of such serious issues as the economic slowdown, fiscal deficit, massive government debt, slow progress of globalization, and widening income inequality, can Japan meet the complex challenges presented by a super-aging society? With the 3.11 disaster, the strengths of those in the private sector quick and decisive in responding to the crisis were clear for all to see, yet so too were the failings of leaders and the government. What now is the key to Japan’s future transformation? Surely it lies in action toward reform to overcome these complex crises taken by people fully aware of the issues.

At this Summit, there were active discussion of regional initiatives to develop a social security model in response to the aging society, opportunities presented by the crisis to transform Japan’s leadership, and economic revitalization and the role of women in the workforce, culminating in a final session where the policymaking process to transform Japan were discussed together with panelists with Cabinet-level experience.

Conference on Providing Ongoing Support to the Disaster Areas in Yamada Town, Iwate Prefecture

On the 31 January 2013, Fred Gerber, Director of Japan support operations at the international medical support organization Project HOPE, and Kazumi Kubota, Senior Associate at the Health and Global Policy Institute, visited Iwate Prefecture.

With the mediation of HGPI, it has been decided that Project Hope will provide tangible support to Yamada town in Iwate Prefecture in the form of a donation towards the reestablishment of a private hospital. A conference was subsequently held with the hospital management to confirm the situation of the rebuilding and the structure of future support. In addition to this, opinions were also exchanged with health and welfare experts from Yamada town, including town mayor Shinitsu Sato, on how ongoing support centered on the implementation of elderly care policies should be developed.

Based on these discussions, Project HOPE reconfirmed its commitment to providing ongoing support while placing priority on responding to the views of people actually based in Yamada town.

Conference on a Health and Lifestyle Support System for Citizens affected by the Disaster in Yamada Town, Iwate Prefecture

On the 24-25 of January 2013, HGPI Senior Associates Kazumi Kubota and Mariko Oyamada visited the town of Yamada in Iwate Prefecture in order to carry out consultations with government officials involved in the recovery on the subject of a health and lifestyle support system for citizens who were affected by the disaster. At the conference, the current status and issues within the support system for people living in temporary housing and partially destroyed housing was reconfirmed. Furthermore, building on the opinions exchanged in the town of Onagawa, Ishinomaki, in December 2012, the discussion was able to focus on the concrete means by which HGPI may be able to provide support to people who were affected by the disaster in future.

On the basis of this conference, the Health and Global Policy Institute will continue to provide support for the development of a more effective health and lifestyle support system for victims of the disaster.
